He realizes how easy it is to get put in prison (especially if you're involved in massive fraud, but I digress). He's trying to make it easier to stay out of prison. Now, let's be honest, do we actually want to have to pay to build and maintain a bunch of overfilled prisons? Unless our jobs depend on it, the answer is NO. What we want as individuals is to feel safe and believe that those who hurt others will be punished and the number of them reduced. Personally, I doubt these programs will work because I believe most criminals are that way because they see us as unwilling sources of their entertainment and enrichment, but if they could be convinced otherwise, we wouldn't need to waste our time and money finding, charging, trying and imprisoning them. When my husband, (who is a corrections officer), is told that his prison has been closed or benefits have been cut I can at least let my children know that the will still receive vocational training or assistance with their education. All they have to do is commit a crime. Great.
