		<description>The problem is that you can REQUIRE many things which the renters then choose to not do, such as keep out alcoholic beverages, keep the noise down, not fire guns, use it only for the listed purpose,  not push through windows (did that really happen?).

		<description>It&#039;s called &quot;Policy and Procedures&quot; !  The town can require whoever is renting the facility to have security there.  Especily if it&#039;s a public event, or perhaps based on the number of attendance expected.  

When we have had the pharmacy birthday celebration, we had security.  When we had the Teaspoon festival, we had security.  When we cosponsored the  political debate at the Ag bldg, we had security.  It&#039;s not that you expect trouble, it&#039;s to hopefully prevent or discourage anyby the presence of a deputy.  

It isn&#039;t difficult, you call the ECSO, talk to the lady who handles this and basically rent a deputy for x number of hours.  It&#039;s hard to perhaps think of everything but the city should not be providing the security unless it&#039;s a city sponsored event.

		<description>When People cannot behave then Security is the answer.   Probably should have been started after the first inccident.  The security charge should be passed on to the user of the facility.  And we can thank those that can&#039;t behave for bringing this on.</description>
