		<description>This has been needed for many a cold night in our little town. There needs to be a &quot;plan&quot; structured so that the people in need will know where the shelter is and when it is open.  It will take time for word to be spread basically by word-of-mouth to those in need, so that they can come when it&#039;s needed.  There also is a security issue involved.  The volunteers as well as those coming to the shelter need to feel secure.   It may be beneficial to talk to the county and see how these issues are handled in Pensacola.  As for volunteers, that is good in theory, but one concern when using volunteers is that no one is ultimately responsible, so what if the volunteers do not show....who will make certain that the shelter is open?</description>
