A complete waste of resources under the thin disguise of "public safety". Look at what's happening in Houston, New Orleans, etc. - those things are more trouble than they fix. Common sense approaches are often cheaper that throwing technology at a problem. Just walk through PJC and you'll see big flat-screen TVs up in every hallway - electronic "bulletin boards" that no one watches, no one pays any attention to - so how much did THAT cost the state budget?
