If I recall last year or whenever it was, Ms. Mccaw had cancer and tried to do business on the phone from whever she was getting treatment for her cancer in her hospital bed ……Yes, people get sick, things come up that you just CAN’T be there……I myself have only been to three or four meetings, and I know that one of those Hawkins wasnt there.

You had 3 of 5 council members. Riley made a motion. Hawkins would not second it, so there was no motion, therefore it died for lack of that second.

(I’d have to dust off my copy of Robert’s Rules of Order to provide a 100-percent answer, but I’m thinking Brooks, as chairman, could have relinquished the chair in order to make the motion. Riley would have probably seconded since he made the original motion. But with it apparent to Brooks that Hawkins would not support the motion, what would be the point of that as it would fail 2-1?)
