There’s a thing called Radio Frequency Identification or Identifier or something with identity built into it. Unlike a bar code system it couldn’t be covered up and doesn’t have to be looked at. A radio transmiter causes electronics in a chip to send out a signal identifying itself. it could be imbedded in the sticker you put on your license plate. Put readers at every intersection and inside every police car and Big Brother will know where everybody is pretty much all the time.

It depends on how much you trust your government as to whether you considered it a good thing or not, but it would quickly tell police which vehicles were near a crime site around the time of the crime and would know who was speeding simply by how long it took to go between two readers. And if a person was being sought by the law, it could flag his vehicles and speed arrest.
