Maybe they should have thought this out a little longer. Very few candidates will be interested in a job that may be eliminated if consolidation goes through. Anyone worth their salt is going to research this area's issues and require a contract that will protect them in the event consolidation eliminates their position (as they'd be at the bottom of the seniority totem pole).
