I am with John...it seems that people see things all the time, but people fail to report it. We recently had an a theft issue and lots of neighbors saw things, but didn't call anyone. Either people are afraid to get involved or feel like it might not make a difference. Maybe it won't make a difference, but at least you know you tried to help. Way to go! That is awesome.
