They were working when some person hit them. Unless they are completely blind they should not have hit that trailer. No matter how fast a vehicle is moving they cant say they did not even notice that a Utility Trailer was parked at the side of the road. Its not like it was dark out. I blame the driver, for his ignorance and if he/she really didnt see it coming then they should be off the road. There is no excuse for hitting that trailer in plain daylight even at a high speed its just stupid and dangerous. PAY attention when you are driving and something like this would have never happened, They were just parked on the shoulder!
They were working when some person hit them.

I have seen where they will ride in a slow moving trailer, or truck, and place / pick up road cones.
