He was picked up in a nearby neighborhood after someone called, from what we heard, but we also reported his being in our neighborhood. Don't open your doors at night to people with sob stories. Sad that it is not safe to be helpful anymore. From what I have read online, the tear drop tattoos can mean anything nowadays: murders, death of a loved one, time in jail, etc. Some people get them just to look tough.
